Ukraine’s New French Pact: A Focus on “Interceptor Drones”

While 100 Rafale jets headline Ukraine’s new 10-year pact with France, a key strategic component is a new focus on interceptor drones. President Volodymyr Zelensky announced in Paris that the “historical” agreement includes a plan for the joint production of these advanced drones, as well as the purchase of other unmanned aerial vehicles. This highlights a shift in strategy to counter Russia’s massive use of its own drones and missiles.
This joint industrial project will see France and Ukraine co-develop and manufacture the technology. This is a significant step for Kyiv, as it will build up its domestic defense industry and create a weapon system tailor-made to its needs. This cooperation is a central pillar of the decade-long agreement, moving the relationship from seller-buyer to true industrial partners.
These new interceptor drones will work as part of a multi-layered air defense system. The pact also includes eight advanced SAMP/T ground-based interceptor systems, which Zelensky praised as “one of the greatest” in the world. This combination of drones and high-end missile defense will provide a robust shield for Ukrainian cities.
The 100 Dassault-made Rafale jets are the pact’s high-end component, giving Ukraine the power to challenge Russian air superiority, but their delivery is a long-term project. The drone and air defense systems are a more immediate counter to Russia’s current tactics of using missiles and glide bombs to terrorize the population and destroy the energy grid.
This comprehensive, high-tech package is being financed by European allies, as US aid has been halted. The EU’s €150 billion SAFE loan fund and a G7 mechanism to use revenues from frozen Russian assets will provide the long-term funding for this decade-long commitment.
